Steps To File Report With Airlines:
Contact airline service staff near baggage claim belt. They would direct you to lost luggage counter. Many times your luggage can be here because sometimes airlines send your luggage ahead of time if your own flight is delayed during connection.
Ask for PIR form (Passanger Irregularity Report) form. This will have your personal details, number of baggages, type, color, flight number and other necessary information to trace and inform you.
PIR form is usually in duplicate so you will get a signed confirmation copy. If not, insist on some record of PIR report. Note down airline contact number, airport lost and found desk contact number. Keep all records including boarding pass and baggage claim stub/tag. Wait for them to call back.

Airline Rules And Limitations
The US Department of Transportation mentions that airlines can set limits on compensation for bags that are lost, damaged, or delayed on domestic routes, with a current cap of about $4,700 per passenger. On international flights, ICAO guidelines push the baggage compensation limit to roughly $2,000.
